Are they employees of Meituan?

There are three modes of employment between delivery riders and delivery platform companies, that is, self-management, outsourcing and crowdsourcing. The riders who work under the self-management mode sign labor contracts with Meituan, and thus can enjoy the salary and welfare under the protection of the law. However, due to cost considerations, Meituan gradually outsource the distribution business to third-party labor service companies (also known as agents/sites), and only take charge of the operation and maintenance of the platform system of Meituan. Riders in the outsourcing mode work in the name of Meituan, but are recruited and managed by the sites. Crowdsourcing riders are not employed by any organization. They only need to log in the platform and register an account to receive orders.

All my informants work in the mode of outsourcing. The site that recruits them is called Gaoxin Site.

Work Time

Work hours vary from place to place. In Gaoxin District, there are three work shifts. Riders who work in morning shift(6:00am-8:pm) and night shift(11:00am-12:00pm) do not have to clock in and attend daily meeting, while riders who work in middle shift(9:30am-9:30pm) should clock in and participate in the meeting at 9:30 every day. 

Work Flow

  1. Receiving orders designated by the system
  2. Reporting to the system that the rider has arrived at the restaurant, and picking food from the restaurant
  3. Delivering food to the user who orders on Meituan, and reporting to the system that the order has been accomplished

Riders who work under the outsourcing mode have no right to choose orders, they only receive orders from the system. There can be 1-6 orders going simultaneously. 

Delivery Time

The delivery time given to riders and people who order food on Meituan includes the time that restaurants make and package the food, and the time riders deliver the food to the buyers. At present, the minimum delivery time in the Gaoxin District is 28 minutes.

“Meituan gave me 30 minutes. According to Meituan’s safety announcement, the riding speed should be less than 15 kilometers per hour. I can only manage to meet the delivery time if there is no traffic jam, all traffic lights are green , and restaurants hand over the food just on time.”

Rating And Comments

The users of Meituan can rate and comment on both the riders and the restaurants. Whenever a rider receive a negative feedback, he/she will be fined 50 RMB.

On the page of rating and comment, riders are evaluated in terms of arrival time, attitudes, and appearance. Though their arrival time can be seriously influenced by restaurants, riders are still the subject of criticism for being late.

Appeal

If the restaurant takes more than 15 minutes to serve, the rider can appeal to the platform. After the second time of appealing, the rider can abandon this order without being fined. However, this appeal system is not perfect.

“If I have three orders in my hand simultaneously, and one of the restaurants does not give me the food, I can report this abnormal situation to the appeal system. However, the other two orders still go on, and are dragged down by this abnormal order.”

the interface of the ‘Smile Campaign’

It is called ‘Smile Campaign’(微笑行动) by Meituan. The spot check requires riders to stop, take photos of themselves and then upload the photos to the system in 15 minutes. In these photos, riders must wear work clothes, helmets as well as work cards, or they could be fined 100-500RMB.
